CES Health: Applied Multi-Stakeholder Dialogue - My e-Health National Digital Platform
Carol I Central University Library Bucharest, July 30th
Digital Transformation in Healthcare: From Infrastructure to Patient-Centred Care
Romania is preparing to take an important step in the digital transformation of its healthcare system. Starting September 1, My e-Health (e-Sanatatea Mea) platform will enable patients to become direct users of the national digital health infrastructure, giving nearly 20 million potential users access to their personal digital health wallet through a single integrated interface.
Organized ahead of the platform’s launch and in response to the growing interest expressed by healthcare professionals, the debate organised by CES Bucharest brought together representatives of the National Health Insurance House, healthcare professionals, hospital management, professional and patient organizations, technology providers and industry representatives.
The event provided a framework for dialogue and feedback on both the functionalities available at launch and the platform’s future development roadmap.
The discussions highlighted a shared understanding that digitalization will improve access to healthcare services, increase transparency and support a more preventive approach to health.
Speakers emphasized, however, that technology alone cannot transform the healthcare system. Digital tools must be paired with stronger health literacy and digital skills, enabling patients to use them with confidence and become active partners in managing their own health.
Future functionalities under consideration include personalized notifications and alerts for periodic medical tests, screening programs and recommended vaccinations and other tools designed to support earlier diagnosis and improved access to preventive services.
The debate concluded with broad consensus around several priorities for the successful implementation and continued development of e-Sanatatea Mea: interoperable systems, transparency, investment in health and digital literacy, ongoing consultation with healthcare professionals and a patient-centered approach.
By bringing together key voices from across the healthcare ecosystem, CES Bucharest provided a platform for constructive dialogue on the conditions needed to build a more accessible, preventive and connected healthcare system in Romania.

My e-Health (e-Sanatatea Mea) platform marks the most significant digital transformation in the relationship between patients and the healthcare system over the past 20 years. For the first time, every patient will have access, through a single interface, to their personal digital health wallet, where they will be able to book appointments online, review the history of their healthcare services and prescriptions, access digital medical forms, and verify their healthcare entitlements and the services reimbursed by CNAS.
Horatiu Moldovan, President, Romanian National Health Insurance House (CNAS)

The electronic identity card will transform the way citizens interact digitally with the country’s infrastructure. It is clear that we are all deeply engaged with this topic, and as the platform develops, its requirements will likely become increasingly aligned with their real-world needs.
Laurentiu Trocan, General Director, RASIROM

Continuous communication is essential. Through dialogue, we will not only bridge existing gaps but also gain a clearer understanding of real needs. Communities evolve, people change, and technology advances. Only through direct interaction and the exchange of information can we identify the priorities for the year ahead and prepare for what the future holds.
Beatrice Mahler, Romanian College of Physicians

We are witnessing an important milestone in the digital transformation of Romania’s healthcare system. I believe it is essential that we move from a reactive approach – one focused on administering data about patients and insured persons – toward a proactive approach, one that improves and enables better management of patients’ overall health.
Raluca Simbotinm, Associate Director Policy & Government Relations, MSD Romania

Without dialogue and transparency, none of these initiatives or projects can truly succeed. The private sector plays an active role in the healthcare system, both through private healthcare services and through private providers of healthcare solutions, such as our company.
Gabriel Cernica, General Manager, Cegedim

Significant progress has clearly been made. This platform is highly comprehensive, and as medical – and perhaps genomic – data are incorporated, it will undoubtedly reach an entirely new level.
Stefan Sebastian Busnatu, Vice-Rector, “Carol Davila” University of Medicine and Pharmacy, Bucharest

This is undoubtedly a dynamic platform that will continue to evolve. As the experience of both users and healthcare providers improves, I believe it will deliver the outcomes we all want for Romania’s healthcare system: greater transparency and the freedom for patients to choose their healthcare provider and preferred physician.
Valeriu Gheorghita, Commander, “Prof. Dr. Agrippa Ionescu” Clinical Emergency Hospital

The message is very simple: visit your family doctor every year, during your birthday month. Whether you have a specific health concern or not, make an appointment. It’s that simple. And now we also have a digital platform.
Valeria Herdea, Founding Member, Romanian Association for Pediatric Education in Family Medicine; former President, National Health Insurance House (CNAS)
